Evidence:
-The album cover is taken from The Wizard of Oz, the scene where the Wicked Witch attempts to take the ruby slippers from Dorothy.
-The commentary by Jeff Lynne on the album notes: "This is one of yer actual 'concept' albums. It's all about the going's on in a dream world." The Wizard of Oz takes place mostly in a dream of Dorothy's.
-Laredo is a town in Kansas, US. It will occasionally get a tornado.
-Laredo is the sepia Kansas, while Eldorado, the legendary city of gold (riches), would be the land of Oz (also Emerald City).
-Slight spoiler-
During the song, Nobody's Child, you can hear "Painted lady" being sung.
